The HBA works to make housing issues among the top priorities of local regulators and policymakers. We are diligent in finding solutions that protect housing affordability, promote workforce development, and improve supply chain constraints. Removing impediments in the way of member success is our focus.

Donate to the Foundation of 15

For us to achieve our annual fundraising goal we need HBA leaders to join us as a part of the Foundation of 15. Our goal is to identify at least 15 members who are willing to donate personal contributions to the Voice of Housing (VOH) fund. In return, Foundation of 15 level donors will receive invitations to check presentations with candidates and elected officials, tickets to the annual PAC events, and other opportunities for engagement in the political process.

However - any amount helps - $100 and $250 level donors are also appreciated! NOTE: donations must be personal contributions.

Fighting for the American Dream

The U.S. has a housing shortage of more than 1 million homes, and would-be buyers are being priced out of the market. The HBA and its affiliate memberships, the NAHB and PBA, urge policymakers to implement solutions to improve housing affordability.

Legislators are invited to contact us with this Resource Contacts Handout as a channel for open dialog on these issues.

What we are Working on Now

National Level - Energy Codes: After the White House adopted the 2021 IECC for HUD/USDA financed new construction, NAHB has been working with Congress to reverse—and stop—further expansion.

Pennsylvania Legislative Updates

Codes Update: PBA member Jon Sukonik is one of the 21-member Review and Advisory Council (RAC) tasked with voting on model code adoption for Pennsylvania. With his leadership members will save up to $13,000 per unit when the 2021 building codes are adopted in July 2025.

NPDES PAG-02 Permit Update: HBA member Greg Newell and PBA are working with DEP. We should see changes coming to the process due to their efforts. All general permits will expire on December 7, 2024. You will need to submit a simple form before that date – if you miss submitting the form before December 7, you will have to re-submit the entire permit all over again. DEP said it will have the simple form available this fall. We will notify members as soon as it becomes available

  • HB 2360 – Construction Contractor Verification was voted out of the House Labor and Industry committee in June.
  • HB 691 – Residential Construction Lemon Law
  • HB 692 – amends the Home Improvement Consumer Protection Act for house flippers
  • HB 693 – Adjacent Neighbor Bill of Rights
  • HB 694 – Building Code Officials Training on Faulty Construction
  • HB 1976 – Multi-Family Housing in Areas Zoned for Office Space (Rep. Siegel) – It was voted out of House Local Government (14-11)
  • HB 2045 – Duplex, Triplex and Quadplex Housing in Single-Family Designated Areas (Rep. Siegel) – it was voted out of House Local Government (13-12)
  • HB 2348 – Uniform Construction Code Setback Requirements (Rep. Irvin) – it was voted out of House Housing and Community Development (25-0)
  • SB 1126 – Housing Affordability through Land Use Reforms (Sen. DiSanto) – This bill is still in committee.
